Abstract

In health promotion capacity building for personnel groups is an important strategy. This has systematically been implemented in order to promote health and prevent disease in Västernorrland County Council during the last decade. In the Life and Health programme of the county one of the greatest challenge includes reducing heath differentials. In a review of public health work implemented in 1997 including key person interviews, the assessment of the capacity building strategies was a major issue. The notions of a "learning organisation and inter-disciplinary perspectives were also found to be important. In terms of organisation, a regional body with the responsibility to support local public health work, e.g. via education, methodology development, health economics, epidemiology, health impact analyses etc were considered as important. One mean to support the capacity building process in future was to develop in association with a university/college, a "research school" , i.e. a group of researchers , focusing their activities on health promotion. Other suggestions for future programmes was the development of special educational strategies designed for key groups like politicians, administrators, and in addition general education for health and medical staff and "leading edge" courses for specific sectors.
